How do I install the Windows Live Video chat for Hotmail?

My friend told me to install it, but I have no idea how. I need step by step instructions on how to do this. Anything that needs to be downloaded I will.

• Sign into your Windows Live Messenger. 
• On the top right of the tool bar there is a menu. Click it. 
• Pull your cursor down to actions. This will pull up another menu. 
• From this menu, select video and then start a video call. Wait for your person to answer and chat away.
